Our PSC division is initiating the second Concentrated Inspection Campaign (CIC) on propulsion and auxiliary machinery for all cargo ships under DBS starting on July 15, 2013.
As already been informed through DBS Circular C12027 on August 20, 2013 the MLC, 2006 is coming in force and by then, all ships must be inspected and certified under the requirements of the Convention. This circular lays down the inspection and certification process under DBS.
This is a reminder that the International Maritime Organization (IMO) has issued revised guidelines for the maintenance and inspection of fire protection systems and appliances already in force since May 31, 2013. Following a number of PSC inspection it has been observed that deficiencies have been imposed due to the fact that the list of national operational contact points is not updated in SOPEP and SMPEP. This circular contains the updated contact list to be included, as an appendix, to these shipboard pollution emergency plans.
